Claudine Attias-Donfut and Nicole Lapierre describe the nature of "welfare culture" within the context of Guadeloupe, an island in the French Caribbean. The island of Guadeloupe, named by Christopher Columbus, was characterized by a plantation culture until the abolishment of slavery in 1848. The end of the nineteenth century oversaw a struggle between the white oligarchy and the native population. By 1946, the island had lost its colonial status and became a French administrative zone instead. The 1950's oversaw the development of a social welfare system within the region that is the focus of the article. (Attias-Donfut & Lapierre, pp.329-330)"
