For one thing, the traditional belief that the country was insulated against the brutality and terror found in other parts of the world gave way to the reality that it was not. More importantly, law enforcement in America changed, also as the Patriot Act gave police services and government agencies wider power than previously to monitor the communications and records of private citizens. With this in mind, the following paper will look at whether or not the war on terror has had a positive "spill-over" effect upon the war against organized crime."
