The paper then looks at how American involvement escalated when the French base at Dien Bien Phu fell in 1954, compelling French withdrawal from Indochina and causing American policymakers to conclude that the United States would have to take a more direct role in Indochina in order to prevent communist takeovers of Vietnam, Laos, Cambodia, and Thailand.
