If more physical aid is necessary, the state and county level must become involved to mobilize more equipment and human labor. Should an appeal for greater funding be necessary to address immediate damage from the federal government, the state may also be involved in such an appeal. This is particularly true, should more aid be necessary to help the victims of the emergency."
