However, they have also used the provisions of this law in criminal investigations that have absolutely nothing whatsoever to do with terrorist security, including ?investigat[ing] suspected drug traffickers, white-collar criminals, blackmailers, child pornographers, money launderers, spies and even corrupt foreign leaders.? (Lichtblau, 2003) The Justice Department has defended these actions as simply making use of all the tools Congress has authorized them to use, and that they make no distinction between suspected terrorist activity and other suspected criminal activity."
