Judges have been appointed by governors or legislators voted into office through a general election or recommended for appointment by a panel and then appointed by a governor. The paper reviews the Missouri Plan which calls for the third method of seating a judge and it has been adopted by other states that have used Missouri ideology in enacting the law.
