Moreover, the rise in civil litigation in America (a process which has now been on-going for at least a generation) has meant that police officers must be very concerned about how they interact with citizens. Because of developments such as these, policing today requires more well-rounded and professional officers than ever before - and that means developing police organizations that are better-rounded and more professional (let alone sophisticated) than ever before. "
