It further discusses how the process should be accomplished in a timely manner with every party associated with the contract included in the negotiation process. The paper further stipulate that when management and labor do not agree to the full scope of the contract third party negotiators may be needed. Third parties selected must be capable of remaining neutral and listening to both sides of the argument in relation to the contract.
