The recognition of this fact in the corporate business world as evidence of discriminatory practice resulted in legislation and the Glass Ceiling Act, as part of Title II of the Civil Rights Act of 1991, introduced by Senator Robert Dole and signed by President Bush. A bipartisan twenty-one member Glass Ceiling Commission was charged with preparing recommendations on the glass ceiling issue for the President and corporate leaders. (ibid)"
