Paper Summary:
In this article, the writer looks at a number of different aspects of federalism. The major argument that is made in this essay is that Trudeau and the Liberals could have sent the Patriation Package to Britain with Provincial consent.
From the Paper:
"Pierre Trudeau and his Liberals defeated the Conservative government in a federal election. This victory resulted in a Liberal majority government that was eager to tackle some of the most difficult issues facing Canadians. One of the issues that Trudeau and his Liberals began to tackle was constitutional reform. In order to do this the federal government created a resolution for constitutional reform commonly called the "Patriation Package". The Patriation Package consisted of three parts: a proposal to patriate the constitution, an amending formula and a charter of rights and freedoms."
