Adhering to the underlying philosophy of checks and balances envisaged in the US constitution, the Congress has structured the Fed to be an independent institution within the government. The Fed, although accountable to the Congress, is insulated from political pressures in its day-to-day working, reflecting the principle that ?the people who control the country's money supply should be independent of the people who make the government's spending decisions.?
