"One specific source of contention between Charles II and the parliamentary party in the involved ship money was a traditional tax based originally on feudal dues owed in wartime by coastal towns. As the name suggests, the original obligation was to build ships which had subsequently been commuted to a money payment. Ship money had been long, if sporadically collected, from London and other coastal towns without great controversy. It became notorious only when Charles extended it to inland districts."
