Essentially, "as political and economic co-operation has developed between the member states of the EU, the necessity of a common approach to issues such as immigration, border controls and asylum policy has become apparent." (ECRE) Thirteen years ago, common European agreement was reached through the Maastricht Treaty, which designated asylum policy as a matter of shared interest to European Union members. "
