"Defining the public interest in a democracy is a difficult and imprecise matter. An interest group may take a position on an issue and present that its view represents the "public"; consequently, that position must be in the "public interest". The result of many people and many groups is an often wildly differing clamoring of voices and opinions, all claiming to represent the public."
