"Who are the victims in these heinous crimes? Certainly there is no doubt the innocent bystanders in the heinous crimes are the direct victims. In the case of the attack on the World Trade Center, those victims included not only the passengers that were on those planes, but the thousands of people who were in the World Trade Center Twin Towers at the time they crashed. Of course, we can't forget the many police, firefighters, and other people on the streets who were buried in rubble or hit with falling bricks or other types of debris. All of these describe the direct victims are a terrorist attack, those who were killed or maimed. "
