" Introduction
Kenney (1987) has noted that the teenage pregnancy rate in the United States is one of the highest in the western world. Indeed, Kenney reports that school administrators rank teen pregnancy as one of their top ten problems. Further, Armstrong and Waszak (1990), in a study of the taxpayer costs of supporting families which began when the mother was a teenager, found that while costs vary from state to state, the cost, on the average, is about $16 billion per year. It was also observed that over the last decade there has been an increased in teen pregnancy and in the costs of the problem.

The scope of the problem is perhaps more fully described in the following quote by Bempechat (1989) who noted that:
