This paper examines the direct effects of marginal tax cuts, particularly those made during the Reagan and G.W. Bush eras. It argues that these cuts have done more harm than good, increasing the wealth disparity between upper and lower classes and plunging the nation into deficit. It examines how marginal tax cuts fail to benefit a weakening economy and often contribute to earnings disparity between the lower and upper classes.

"Tax cuts are often introduced in times of economic instability or decline. The underlying theory of this practice is that of putting more money into taxpayers? pockets, and therefore, into the economy through purchases and investments. When the economic trend begins to slope downward, many feel it is in the country's best interest to give the consumer more money with which to boost the economy. Most major tax cuts affect only the top tier of earners?for example, the top 40% received more than 85% of President Bush's 2001 tax cut (Franken, 309)."
