When the economic trend begins to slope downward, many feel it is in the country's best interest to give the consumer more money with which to boost the economy. Most major tax cuts affect only the top tier of earners?for example, the top 40% received more than 85% of President Bush's 2001 tax cut (Franken, 309)."
