Moreover, there are many resource references for even time-honored techniques whereby laboratories, manufacturers, universities and other institutions charge high fees for access to the information concerning processes. This pricing structure along with other security measures are necessitated by attempted and often-times unauthorized spread of the processes to potentially hostile nations of the United States and other countries."
