This paper will then look at India and focus upon the visions of development and the realities of the structural adjustments made by P.M. Rao; namely, his economic reforms which opened India to the international market. These reforms, carried out by Finance Minister M. Singh transformed the economic structure of India and have resulted in ubiquitous social, ideological and political changes.
