In 1993, Spain came into in alignment with common EU tariff policies regarding external tariffs on non-EU goods which are usually between 6-8%. The paper explains that this was part of Spain's overall strategy of adopting EU policies and regulations in preparation for the shift over to the common currency, the Euro, in 1999.
