In a practical sense, the Soviet intelligence system didn't fail to detect hostile Nazi intentions and preparations for an invasion of the USSR, it was undermined by Stalin, who was desperate to preserve the Non-Aggression Pact he had signed with Hitler in 1939. For example, Soviet intelligence personnel, especially in the Sorge spy ring, warned Stalin throughout early 1941 that Hitler was planning to invade the USSR.
