Recent court rulings have made it easier for complaints and lawsuits to be filed, and the burden of proof is placed on the business owners or corporations. In some cases, a person's or business's liability insurance has paid settlement costs, often amounting to hundreds of thousands or millions of dollars. President Clinton's personal liability insurance policy paid legal fees he incurred to fight the Paula Jones sexual harassment claim. In the case of workplace harassment, it is not the harasser facing the threat of a lawsuit. The responsibility for providing a congenial work environment to all parties rests with the employer. This fact would tend to prevent those who may become a legal liability to the company from being hired or from remaining in employment. These liability issues may contribute to an increase in employee turnover through direct or indirect means. "
