This paper discusses how American students are not as prepared to take part in the global marketplace as students are in other countries. Even when simply compared to its own previous performance the American public school system is not performing as well as it has in the past. According to this paper, reform is clearly needed although it is frequently resisted.

From the Paper:

"In the United States, all children are required to attend a certain amount of school each year, by law. Although both home schooling and private school options are available, the majority of American students pass through the public school system. This largely state-run public school system is funded through a portion of citizens' taxes. The larger state-wide system is broken down into districts, each run by an elected school board. Admirable as this system might appear, problems do exist with its actual operation."
