More specifically, the research addresses the role of the social worker within the organization and the individual's ethical position that the 4 H organization should provide community services beyond its current scope. These community services are directly related to the needs of the people within the area.

" At the present time the community is experiencing a high pregnancy rate, high unemployment rate, juvenile crime rate and high child abuse rate. These issues are directly related to the social work field, which would normally institute programs to address the community need. However, 4-H has determined that there is no funding available to add programs at this time. "
