Redistricting

Paper Summary:

In many states within the United States, the legislature plays a vital role in the government, as well as in the political system. This role in many areas, including California, also involves the redistricting of legislative districts in an effort to adjust for changes in populations over time. The paper shows that over the last thirty years, however, this practice in California has become a controversial political issue, as all branches of government attempt to find a solution that suits both the voting public and the representatives of the state. The paper argues that their efforts, while earnest in intention, have not succeeded, and have created an unfair redistricting process that will be difficult for future generations of voters and politicians to repair.

"The governor of California, Arnold Schwarzenegger, has openly criticized the current method of redistricting in the state, and has proposed a reform concept that would create, according to some theorists, a method that would provide the highest level of equality. According to Schwarzenegger, the current method that allows politicians to essentially create their own districts is undemocratic, at best. He sees this method as allowing politicians to pick their voters, rather than allowing voters to choose their politicians. Schwarzenegger points out that, using this current method, not a single seat in either the Congress or the Legislature was given to a different political party (Thompson, 2005)."
