According to statistics, blacks in the USA have far more than their share of arrests, relative to their population percentage. This paper further points out that this also appears to be true in most countries. For example, a study conducted in 1998 in England showed that blacks were 7.5 times more likely than whites to be stopped by police officers and searched.
