"Protectionist sentiments increase in the United States at times when there is a downturn in the economy, as might be expected. When people perceive that their jobs are threatened by foreign workers, they seek protection from the government. When businesses believe foreign producers have an advantage, they seek protection. Protectionism has been increasing in the new era of globalization because while many celebrate the idea of the free exchange of goods and free trade, they often do not like free trade when it means an advantage to others. Over the past decade or so, pressures for free trade have been resisted by segments of the work force and segments of the economy for these vary reasons, and often it is difficult to make people see the advantages of imports, foreign outsourcing, and other exchanges that appear to give an advantage to other countries."
