"Prohibition, the criminalization of the liquor traffic in the United States from 1919 to 1932, as established by the Eighteenth Amendment to the Constitution and its enabling legislation, the Volstead Act, was possibly the most extraordinary political exercise in American history. Never before or since was any such comprehensive attempt made to "legislate morality" in America. Nor did any such attempt backfire so completely, in contemporary effect or in popular memory. The intent of Prohibition was to abolish the crime and dissolution associated with alcohol abuse, and the root of its political support was in evangelical Protestant churches. Yet in practice, Prohibition was the law that made the Roaring Twenties roar. In its time, Prohibition introduced to America the culture of speakeasies and rumrunners. It permanently bequeathed to us ... "
