It is estimated that there are as many as four million homeless people now living in the United States, a figure that incorporates people of all ages and, most significantly, an increasing number of school-age and preschool-age children (Boxhill, 1990). Families constitute almost 38 percent of the nation's homeless, while 27 percent are children and 14 percent are single women (Hess, 2000). At all levels of American society, policy makers and program managers have worked to develop meaningful responses to the problems of the homeless, seeking prevention and intervention strategies that have the potential for reducing, ameliorating, or eliminating the problem and its negative consequences and effects.
