"Randall (1999) reports findings of the U.S. Department of Justice, that by mid 1998, 238,800 mentally ill were estimated to reside in the nation's prisons. The Bureau of Justice Statistics demonstrate that prisoners report mental health problems or having spent time in mental facilities (16% state prisoners, 7% federal prisoners, & 16% local jail prisoners). An additional 547,800 mentally ill prisoners are on probation. It is further estimated that the prevalence is even higher than reported since information is based on self-reports of prisoners (p. 1)."
