Paper Summary:

This paper is a research proposal to measure the capabilities and accessibility of health care services for poor minority children in the "inner city" of Beloit. It examines services provided to fourth grade students at Merrill Elementary School which educates an economically and racially consistent group of students of which the majority are poor and black. It analyzes the services provided by the school nurse and examines whether or not these students receive sufficient preventative health care services (i.e. immunizations and annual physicals). The aim is to provide feedback pertaining to health care services that are offered and those that should be included in the future and to provide additional insights into the obstacles that individuals face when attempting to access health care services in Beloit.

"Research shows that people of low SES and minorities are most likely to practice "crisis health care." There are a number of reasons why these two groups avoid mingling in the "typical" health care setting. According to David R. Williams, "the competing social causation hypothesis views the elevated ratios of illness among low SES populations as a consequence of their low socioeconomic circumstances"(Williams, 1990) Researchers argue that people of low SES are used to being sick, and it therefore takes them longer to attain medical attention. Education becomes a variable whenever one discusses SES. Nurses at Beloit Public Health report that many individuals that come from the Merrill neighborhood lack education as to the benefits of immunizations. "
