"This study will discuss the question "Why are the poor in the United States poor?" The study will include consideration of social and economic forces, individual character defects, and government policy.
First, the position of this study will be that while certainly some individuals are victims of "character defects"--poor and rich--the general causes for great numbers of poor do not have to do with such individual problems. Therefore, the heart of this study will concentrate on social, economic, and governmental factors. In any case, a person's poverty is difficult to blame on individual "character defects" (such as laziness, inclination to crime, and dislike of education) because separating individuals from their environment is impossible, particularly if that environment is full of factors which(...)"
