Essentially, because drug use is higher in minority communities because of the higher poverty rates there, law enforcement agencies consider it logical to use race as an indication of illegal drug use or trafficking. According to Inciardi, current efforts to control drug abuse rely primarily upon law enforcement operations involving the seizure of drug supplies and the arrest and imprisonment of drug offenders."
