This paper discusses forms of extra-governmental control of the populations of countries. The author reviews topics including the internal passport system in the Soviet Union, DNA-typing and the role of aid agencies, which help the populations in underprivileged countries. The paper states that these methods of control are outside of what is normally consider to be the government's legal, legislative or judiciary scope and therefore are probably often overlooked in examinations of state control of people.
