The paper contends that it is evident that the United States is in dire need of numerous public policy reforms, especially in regard to housing issues, for an appalling number of American citizens are being denied adequate housing, are being victimized by landlords and are being systematically ignored by their own government when they appeal for assistance. Subsequently, the position this paper formulates is that efforts by social justice advocates in the legal community to reform policies will be futile unless the government itself is compelled to reform, because government has become the primary obstacle to policy reforms.
