"By the 's traditional methods of preserving public order in the face of a burgeoning population, rapid urbanization and industrialization and a constant influx of immigrants, rendered traditional methods of preserving public order inadequate. The nation's cities were then policed by a handful of unpaid, untrained and unarmed sheriffs, aldermen, marshals, constables and night watchmen. This system of maintaining public order had functioned effectively in earlier decades when rates of serious crime were low and citizens had informal mechanisms for maintaining order."
