"A study by the National Transportation Safety Board showed that in excess of three hundred people per year are killed as a result of high-speed pursuits. The numbers could be higher. According to a study for the Automobile Association of America's Foundation for Traffic Safety, approximately fifty thousand high-speed pursuits occur yearly in this country. Of these The Illinois State University estimates that between one and three percent end in death and one in four of the deaths are "innocent motorists or pedestrians.""
