"In recent years, the issue of plant closings has become more acute as company after company has down-sized in the face of a recessive economy, leaving thousands out of work. Federal law has developed to cope with the issue of plant closings, addressing several aspects of the matter: when a company may or may not close a plant; what sorts of notification are required for interested parties (including employees); requirements for companies to provide relief in the form of alternative jobs, training, relocation, or job-finding for employees who will be put out of work; and tax breaks and requirements depending on company actions. Federal law has also been shaped to supersede state and local actions in some cases.
