Bush signed into law the No Child Left Behind Act (NCLB), which increased federal funding for education while also imposing new accountability requirements on the states. The states have responded in different ways and with varying levels of success in implementing this law as intended. New York State has had a mixed experience with the law and has raised concerns about how effective some of its elements are, and the law has affected the political atmosphere in the state and especially in the city of New York. The purpose of the law is described in one newspaper article as follows: The Act proposed to improve the academic achievement of all students. "
