"A major issue in International Development has been the role of Structural Adjustment Loans (SAL) and structural Adjustment Programs (SAP). There are essentially two different schools of thought. One school of thought suggests that SALs and SAPs are an excellent strategy for encouraging development in developing countries. The other school of thought suggests that SALs and SAPs are tools that developed countries are using to keep developing countries impoverished for their own economic benefit. In this paper it will be argued that SALs and SAPs are tools used by the governments and other institutions of developed countries to keep developing countries impoverished."
