For one thing, the two sides were more easily identified, and the West knew where its enemy could be found, and so knew whom to watch. In the current climate, as terrorism replaces state action, the many players are hard to follow and difficult to keep in sight at all times. Enemies are developing in unusual places and for reasons not always understood at the time."
