Madison chose to encourage and nurture the development of interest groups as a way for Americans to express themselves: "Madison's vision was of a large, diverse nation with so many differences of opinion that domination by any one group would be unlikely" (Schultz, Stowitts, Stewart, & Sunshine, 1998, 248). However, Madison could not have foreseen the development of the mass media that exists today or the ways in which special interest groups are able to use the media for their purposes.
