"By 1517, Luther had begun to see through the practice of soliciting indulgences and he began criticizing it as a method which supported the moral complacency of the general population. Instead of praying directly to God for the remission of their sins, the people were allowing their money to pray for them. Instead of taking a good, hard look at their own morals and behaviors, the people were essentially paying the Pope to recognize their errors and beg God's forgiveness for them. At this point Luther believed that the Pope was correct in imposing penalties for sins. However, he questioned the legion authority of the Pope, an authority which would allow him to convince God to pardon the sins of the masses."
