This paper gives a brief review of literature pertinent to the subject of terrorism and then presents a theoretical model to explain the difference in the terrorism of Israel and the terrorism of Saudi Arabia. It examines the phenomenon of terrorism and what it means in the world today, in particular, in terms of two Middle Eastern countries, Saudi Arabia and Israel. Furthermore, the study posits that state-sponsored terrorism is widespread in both Saudi Arabia and Israel, and evidence is provided to support this hypothesis. After all of this information is presented, the issue of terrorism in these two countries and its interpretation is discussed.

"Another report, by the Middle East Forum, also argues that the traditionally solid ground between Saudi Arabia and the US has weakened recently, as evidence of Saudi Arabia's state sponsored terrorism has come to light, for instance, the fact that the Saudi royal family give money to Bin Laden in order to ensure they are not killed by al-Qaeda, and the fact that Prince Badar's private jet was used to evacuate twelve members of the Bin Laden family who were living in the US, following the events of 9/11 (Murawiec, 2002). Murawiec (2002) says that "Bin Laden is an extension of the Saudi Royal Family", and that as such, the US has made the correct decision in not keeping up diplomatic relations."
