The five-year plans that have been promulgated have been a monument to the failure of the country to achieve its major goals of diversification of industry and distribution of goods and wealth throughout the country. Some of the foreign policy initiatives of Fahd -- particularly his movement toward the United States -- have been dictated by his failures to right the course of the economy. Thus, the country has become more and more dependent on direct and indirect economic support from the United States."
