"The domestic and international laws governing the internet have historically attempted to respond to a medium that has been growing exponentially. Administering these laws has been particularly challenging because the medium is so new and has not existed long enough to sufficiently fully understand all of its legal implications. This is all the more true in view of the manner in which the internet continues to evolve and expand to include uncharted territory."
