By comparison, institutions that have good distance education programs plan them from the ground up. They implement the information technology infrastructure before they begin building their classes. This helps to solve the problems before they begin. Successful distance education programs also have the necessary support staff in place before beginning course development. By providing faculty with training and technical support the quality of teaching materials is improved."
