"Throughout history the legal basis of international trade has changed to meet the political and economic circumstances of the era. In general, trade patterns have been cyclical moving between protectionism and free trade while reflecting the political and economic concerns of the predominate power.

International trade began, on the European continent, with the growth of nationalism and an attack upon the power of the church. A central power was needed by the new commercial and industrial forces, to grant them monopolistic privileges. The power of the feudal lords had to be broken, subsistence agriculture made more productive and the serfs freed to create labor markets. Protectionist trade policies were needed against potential rivals at home and abroad. The implementation of these reforms meant no outside interference could be tolerated (Dell ..."
