"Waltz, a proponent of Neo-realism, highlights the anarchical nature of international system whereby no central supranational authority exists. States relate to each other within this system . According to Bull, the international system of states refers to the presence of sufficient contact between the states. Their relations are reciprocal and thus causing them to act as parts of a whole. The relations may be direct or indirect, peaceful or hostile . To this extent, the two schools come to an agreement on the nature of the international system."
