The author stresses that a strong reform for international communications should be the immediate liability of the United States to prosecution under United Nations law. The paper points out that, without equal compliance to the punishments of law, there cannot possibly be an equal basis for prosecution within mass communication standards.

"This study examines the problem of rights when discussing freedoms for international mass communications. The problem of ownership and the dominance of United States authority and exemption from international law make freedom for all inherently impossible. By examining the Declaration of Human Rights, we can see the pitfalls of international law that do not equally apply within mass communications throughout the world. Arguing for Free Speech in International Mass Communications: The Declaration of Human Rights creates a standard for international communications and the right for all to speak and be heard throughout the world. However, the economic and military dominance of countries, such as America, do not allow freedom within hierarchies of power."
